The stipend is not unconditional. Within each year, LIC sets month-wise minimums for the number of lives insured and the first-year commission you generate:

In plain terms: about 24 policies a year keeps you fully on track. If you fall short in a month but make up the shortfall later in the same year (and sold at least one policy in that month), LIC pays the missed stipend retrospectively. No stipend is paid for months in which you were completely inactive.
Commission is separate and additional. Whatever policies you sell earn you agent’s commission at LIC’s normal rates, over and above the stipend — and commission continues for as long as the policies stay in force, well beyond the three stipend years.
