Why in News?
On September 29, 2026, the U.S. President convened leaders of six frontier AI companies (Google, Anthropic, Meta, OpenAI, xAI, and Nvidia) to sign the one-page White House Accord on Super Intelligence, subtitled Joint Commitment on Frontier Responsibilities, to promote safe AI development and public trust.
An Executive Order directed U.S. federal agencies to replace the term “Artificial Intelligence” (AI) with “Super Intelligence” (SI) in official discourse, signalling an assertive push for American technological supremacy.

Four Pillar Safeguards of the Accord:
The voluntary agreement calls on participating AI companies to introduce several layers of safeguards around their systems.
- Internal Technical Controls: Proactive monitoring during training and deployment against CBRN threats (chemical, biological, radiological, nuclear), cyber vulnerabilities, and unauthorised autonomous system access.
- Internal Oversight Teams: Dedicated specialised units to stress-test safeguards, handle model alignment, and fix vulnerabilities.
- Independent External Audits: Third-party technical evaluations assessing safety protocols before mass deployment.
- Independent Board Oversight: A dedicated board of directors committee to review safety reports and mandate corrective actions.
The accord is described as “morally binding”, although it is not legally enforceable. Some of the measures could eventually be turned into laws or regulations in future.
What does the US shift to “Super Intelligence” (SI) mean?
- The U.S. federal agencies are directed to replace “Artificial Intelligence” (AI) with “Super Intelligence” (SI) across non-statutory correspondence and public communications.
- The administration argued that the word “Artificial” connotes something “fake” or simulated, whereas modern models are moving toward autonomous capability.
- By adopting “Super Intelligence,” the administration deliberately frames the technology as an instrument of national power and economic supremacy. This shifts the policy discourse from mitigating narrow algorithmic harms toward leading an existential frontier tech race.
Comparative Global Regulatory Models:
- Risk-Stratified Statutory (EU): The EU AI Act introduces binding, legally enforceable rules with fines up to €35 million or 7% of global turnover for prohibited and high-risk applications.
- Self-Regulatory Market-First (USA): The White House Accord uses voluntary pledges to avoid inhibiting rapid innovation, with enforcement limited to executive coordination and moral obligation.
- State-Centric Command (China): The Cyberspace Administration of China (CAC) requires mandatory security assessments, core socialist value alignment, and algorithmic registration prior to public deployment.
Takeaways for India:
- Developmental Balance: India’s approach, guided by the IndiaAI Mission and NITI Aayog’s National Strategy for AI (AIforAll), relies largely on advisory frameworks and innovation enablement while monitoring high-risk societal harms.
- Sovereign Capacity Building: Highlights the necessity for India to build indigenous frontier compute infrastructure and vernacular foundational models, rather than depending on the voluntary safety goodwill of foreign private oligopolies.
- Techno-Legal Architecture: Reinforces the need to evolve the Digital Personal Data Protection (DPDP) Act, 2023 and future Digital India legislation to clearly delineate liability for autonomous decision-making and cyber-bio threats.
The Accord reaffirms the need to harmonise governance under international multilateral umbrella bodies such as the Global Partnership on Artificial Intelligence (GPAI) and the Bletchley/Seoul Safety Summit processes to prevent regulatory arbitrage.
