India के defence budget का revenue-capital split, pensions, modernisation, indigenisation, exports और manpower की असली trade-off समझिए।

A military transport aircraft silhouetted on an airfield at dawn

2025-26 में Ministry of Defence को Rs 6,81,210 crore, लगभग 79 billion dollars, मिले।

“India’s defence spending is at an all-time high” और “India’s defence spending is historically low” दोनों defend हो सकते हैं, denominator बदलने पर। Parliamentary Standing Committee on Defence

MoD budget 79 billion dollars, SIPRI figure 86 billion। Union Budget source हो, MoD allocation। SIPRI source हो, बड़ा number। SIPRI data on India’s defence spending and arms imports में fuller picture है।

Actual split

Defence Services Revenue3,11,732About 46%Serving personnel का pay और allowances, rations, fuel, spares, repairs, training और day-to-day running
Capital Outlay on Defence Services1,80,000About 26%New aircraft, ships, submarines, guns, missiles, land, works और accommodation
Defence Pensions1,60,795About 24%लगभग 32 lakh ex-servicemen और families की pensions, OROP revisions सहित
Ministry of Defence (Civil)28,682About 4%Coast Guard, Border Roads Organisation, Defence Estates, ministry secretariat और canteens

Capital Outlay (Rs 1,80,000 crore) modernisation line है।

Ministry of Defence (Civil), Rs 28,682 crore quiet fourth line है।

Pension bill: quarter budget

Principle: same rank और same length of service पर retirement year चाहे कोई हो, pension same।

Old Pension Scheme debate में defined-benefit pensions का wider fiscal load है।

Defence में Make in India का sharp end यही है: slogan नहीं, real budget line का ring-fenced share।

Department of Military Affairs ने पाँच lists में 509 major systems और platforms notify किए हैं और Department of Defence Production ने 5,000 से अधिक sub-systems, assemblies और components की lists दी हैं। Defence manufacturing in India में wider policy architecture है।

Standing Committee on Defence Headline modernisation figure new buying की freedom को overstate करता है।

Existing force को reorganise कर more efficient बनाइए, theaterisation।

Two, indigenisation demand guarantee है: 75% domestic earmark, positive lists और exports का Rs 686 crore से Rs 23,622 crore rise proof है। Three, capital budget headline

MoD की Demand for Grants में four-way split है।

Trade-off argument है।

लगभग 1.9% of GDP।

US, China, Russia और Germany आगे थे।

Revenue existing force चलाता है: salaries, rations, fuel, spares, repairs, training।

State 40 years या अधिक pension देती है। One Rank One Pension, 1 July 2014 से और 1 July 2019 से revised, ने retirement years के बीच pensions बराबर कीं और bill बढ़ाया।

Earlier years में signed contracts की current-year instalments।

Mains-style questions

5. Indian defence planning में manpower और modernisation के trade-off को evaluate कीजिए और उसे resolve करने के options के relative merits assess कीजिए।
