India has committed to net-zero emissions by 2070. To meet that target while its economy grows, India needs a fuel that can decarbonise hard-to-abate sectors — steel, cement, refineries, heavy trucking, shipping, aviation — where batteries and solar panels cannot easily help. That fuel is green hydrogen. In January 2023, the Union Cabinet approved the National Green Hydrogen Mission with an initial outlay of ₹19,744 crore and a target of producing 5 million metric tonnes (MMT) of green hydrogen per year by 2030.

For UPSC GS III, the mission is a high-probability question theme covering science and technology, energy, environment and Indian economy.

What is Hydrogen

Hydrogen is the most abundant element in the universe but on Earth it exists bound in water and hydrocarbons. It must be extracted and then stored. Its combustion or use in a fuel cell produces only water. Hydrogen is classified by the way it is produced:

  • Green hydrogen — Electrolysis of water using 100% renewable electricity. Zero emissions.
  • Blue hydrogen — From fossil fuel with carbon capture and storage (CCS).
  • Grey hydrogen — From natural gas via steam methane reforming (SMR). 96% of global hydrogen.
  • Brown/Black hydrogen — From coal gasification. Most polluting.
  • Turquoise hydrogen — Methane pyrolysis producing solid carbon.
  • Pink/Yellow hydrogen — Nuclear or grid electricity electrolysis.

Mobility

Industry

  • Refineries — Decarbonising desulfurisation.
  • Ammonia and urea — Fertiliser industry.

  • Direct Reduced Iron (DRI) for green steel.

Power

  • Long-duration storage (electrolyse when renewables are abundant; run fuel cells or turbines later).
  • Hydrogen-ready gas turbines.

Building Heat

  • Direct injection into gas grids.

Export

  • Liquid hydrogen, ammonia or methanol shipments to Japan, Korea, EU.

Challenges

  • Cost — Green hydrogen currently ~$4-6/kg; needs to fall below $2 to compete with grey.
  • Storage and transport — Requires high-pressure tanks or cryogenic systems; hydrogen embrittles pipes.
  • Safety — Highly flammable, colourless, odourless, invisible flame.
  • Purity — Fuel cells need ultra-high purity hydrogen.
  • Water requirement — 9 kg of water per kg of hydrogen.
  • Infrastructure — Pipelines, filling stations, port export terminals.
  • Electrolyser capacity — Current global production ~10 GW/year; India needs several tens of GW by 2030.
  • Capital cost — Initial subsidies still needed.
