Sri Lanka sits only 30 km south of India at the nearest point — closer to Tamil Nadu than Delhi is to Agra. The two countries share 2,500 years of civilisational contact, a Free Trade Agreement since 2000, and an unresolved Tamil question that runs through Indian domestic politics. India's response to Sri Lanka's 2022 sovereign default — nearly USD 4 billion in credit lines, fuel, fertiliser and food — rebuilt strategic trust that had frayed during the Rajapaksa years. Katchatheevu: the uninhabited island that won't go away

Katchatheevu is a 285-acre uninhabited island in the Palk Strait, ceded by India to Sri Lanka under the 1974 Maritime Boundary Agreement. The Sri Lankan Navy enforces fishing rights, leading to repeated arrests of Tamil Nadu fishermen. Tamil Nadu's political parties demand its retrieval; the Supreme Court was moved in 2008 on the issue. Diplomatically, the island is closed — no government has sought to reopen — but the fishermen's livelihoods remain a live issue.

Tamil question and the 13th Amendment

The 13th Amendment to the Sri Lankan Constitution (1987) — passed as part of the India-Sri Lanka Accord — created provincial councils and devolved land, law-and-order, education, and health powers. Full implementation has been patchy. India continues to press the Sri Lankan government for:

  • Full devolution of promised powers.
  • Provincial Council elections (pending since 2018).
  • Meaningful political solution to the Tamil question.

Dissanayake's NPP government (elected September 2024), despite its JVP roots opposing the Accord historically, has signalled openness to implementation.
