India’s coastline runs 11,098 km (revised upwards from the earlier 7,516 km figure after 2023 re-measurement by the Survey of India and National Hydrographic Office). It hosts 30% of the country’s population within 100 km of the shore, nine of India’s largest cities, 12 major ports and vast mangrove, estuary and coral ecosystems. With climate change pushing sea levels up at 3.3 mm per year globally — and faster along parts of the Indian coast — a scientific, map-based assessment of which stretches are most at risk became essential. That is what the Coastal Vulnerability Index (CVI) is.

The Indian National Centre for Ocean Information Services (INCOIS) — an autonomous body under the Ministry of Earth Sciences based in Hyderabad — has developed a nationwide CVI and an accompanying Multi-Hazard Vulnerability Mapping (MHVM) product to guide coastal planning, disaster preparedness and infrastructure placement.

What Is the Coastal Vulnerability Index

The CVI is a composite index that ranks stretches of coastline by how vulnerable they are to sea-level rise and associated hazards. It integrates seven standard physical parameters:

  • Tidal range — difference between high and low tide.
  • Wave height — significant wave height from long-term records.
  • Coastal slope — gentle slopes flood more easily.
  • Coastal elevation — low-lying coasts are more exposed.
  • Shoreline change rate — erosion or accretion over decades.
  • Geomorphology — sandy beaches vs rocky cliffs differ in resilience.
  • Historic rate of relative sea-level change — combines eustatic and subsidence effects.

Each parameter is scored and combined into a single vulnerability score, mapped on a 1:100,000 scale. The complete CVI Atlas contains 156 maps covering the entire Indian coastline.

Key reading: Gujarat, with the longest coastline of any Indian state, has the largest absolute stretch at very high vulnerability. Karnataka and Goa have the highest proportional vulnerability — nearly 10% of their coastline. West Bengal's Sundarbans belt, while only 2.56% of the state's coast in this classification, faces additional cyclone and subsidence risk not fully captured by CVI alone.

Multi-Hazard Vulnerability Mapping (MHVM)

While CVI focuses on sea-level-rise-driven vulnerability, MHVM adds a wider hazard lens. INCOIS's MHVM uses:

  • Sea-level change rate.
  • Shoreline change rate.
  • High-resolution coastal elevation.
  • Extreme water level from tide gauge records.
  • Return periods of extreme events (100-year, 50-year, 25-year).

These are combined to produce composite hazard zones showing where low-lying stretches could be inundated in extreme flooding events — cyclones, storm surges, tsunamis and compound flood events. MHVM has been prepared for the entire Indian mainland on a 1:25,000 scale — four times more detailed than the basic CVI.

Why the CVI Matters

  • Coastal disaster management: identifies where cyclone shelters, early warning systems and evacuation routes are most needed.
  • Resilient infrastructure planning: ports, power plants, refineries and airports built on very high vulnerability coasts need hardened designs.
  • Coastal Regulation Zone (CRZ) enforcement: the 2019 CRZ notification uses vulnerability-informed setbacks.
  • Climate adaptation finance: international adaptation finance increasingly asks for hazard-mapped justification.
  • Blue economy planning: aquaculture, tourism and fisheries siting can be aligned with vulnerability class.

Indian Coastline Under Climate Stress

  • 26–30% of India's population lives within 100 km of the shore.
  • IPCC AR6 (2021–23) projects global mean sea level rise of 0.44–0.76 m by 2100 under intermediate emissions, and over 1 m by 2100 under high emissions.
  • The Bay of Bengal is warming faster than the global average; cyclone intensity (Category 4–5) is rising.
  • Mumbai, Chennai, Kolkata, Visakhapatnam and Kochi are on global lists of cities most exposed to coastal flooding by 2050.
  • Mangrove cover in India (ISFR 2023) is 4,992 sq km, up slightly, but the Sundarbans are losing ground.

Existing Coastal Protection Framework

  • Coastal Regulation Zone (CRZ) Notification 2019 (under Environment Protection Act 1986) with four categories — CRZ-I (ecologically sensitive), CRZ-II (urban), CRZ-III (rural), CRZ-IV (water areas).
  • Integrated Coastal Zone Management Project (ICZMP) — World Bank-funded, piloted in Gujarat, Odisha and West Bengal.
  • National Cyclone Risk Mitigation Project (NCRMP).
  • Coastal Disaster Risk Reduction Project with the World Bank.
  • Sagarmala Programme for port-led development — must align with CVI inputs to avoid building in high-risk stretches.

Way Forward

  • Integrate CVI into all coastal permits — CRZ clearances, SEZ approvals, port expansions.
  • Living shoreline solutions — mangrove restoration, artificial reefs, dune rehabilitation — rather than pure seawall responses that shift erosion downstream.
  • Dynamic CVI updates — current maps should be refreshed every 5 years with new satellite and tide gauge data.
  • Community-level risk communication — translate CVI maps into village-level flood risk and evacuation plans.
  • Relocation frameworks for the most exposed settlements, with land tenure and livelihood security.

Latest Developments (2024–26)

Updated context:

  • INCOIS 2024 update: the National Centre for Coastal Research (NCCR) under MoES published an updated Shoreline Change Atlas, showing 33% of India's coast is eroding, 29% is accreting, and 38% is stable.
  • Odisha and Tamil Nadu remain the worst-hit by shoreline erosion in absolute terms.
  • The 11,098 km revised coastline length — released by the government in 2023–24 — changes per-kilometre vulnerability statistics and is being incorporated into updated CVI maps.
