Where the Pay Level Comes From

Each commission prints the pay level in its own recruitment documents. There is no national PCS pay table, and the central 7th Pay Commission matrix applies to a state post only as far as the state has adopted it.

For Bihar, the Integrated 72nd Combined Competitive Exam advertisement dated 5 May 2026 lists the Sub-Divisional Officer/Senior Deputy Collector of the Bihar Administrative Service at Level 9, with 100 posts. The advertisement prints only the level. In the 7th Pay Commission matrix, Level 9 begins at ₹53,100, but Bihar’s own pay rules govern the exact figure, so this note doesn’t compute a Bihar in-hand amount.

So the officer who will one day run a sub-division starts a level apart in two neighbouring states. That’s the single best reason to distrust any “PCS salary” figure that doesn’t name a state.

A candidate who clears the same exam can therefore land two levels apart, depending on rank and preference. Fill the preference sheet with the pay level in front of you, not just the post title.

Allowances and Deductions

State PCS officers draw the same kinds of allowances as central officers, but at rates the state sets. The usual components:

  • Dearness Allowance: the central rate is 60% of basic from 1 January 2026, under the Department of Expenditure’s memorandum dated 22 April 2026. The lower end describes a young SDM in government quarters. The upper end assumes HRA and allowances in a larger town. Income tax at this level is small under the new regime but depends on the officer’s choices, so the table stops before tax.
