SP Salary: IPS Pay Levels 11 to 13, In-Hand Estimate and Allowances

SP salary explained: Superintendent of Police pay under the IPS Pay Rules 2016, Levels 11 to 13, 60% DA, a labelled in-hand estimate and the route to DIG.

SP salary isn’t one fixed number, because a Superintendent of Police is paid according to the officer’s grade in the Indian Police Service, not the post. Under the IPS (Pay) Rules, 2016, district SP posts are senior-scale posts, so an SP draws pay at Level 11 (₹67,700 entry), Level 12 (₹78,800) or Level 13 (₹1,23,100), depending on seniority. A young SP at Level 11 gets ₹1,08,320 as basic plus 60% DA, and a practical in-hand estimate is roughly ₹95,000 to ₹1,20,000 a month before income tax.

The common confusion is to treat SP as a rank with its own pay scale, like a rung on a fixed ladder. It isn’t. The rank badge is the same for a five-year officer and a twelve-year officer in charge of a district, but their payslips differ by tens of thousands of rupees. The second confusion is with the DSP, a state officer one level below. This note separates the post from the pay grade and gives each figure its source.

SP Salary at a Glance

The table uses the IPS pay rules because district SP posts are IPS cadre posts listed in the schedule to those rules.

Which Pay Level Does an SP Draw?

The answer depends on how long the officer has served. Rule 3 of the IPS (Pay) Rules, 2016 lays out the grades, and the schedule to the rules lists each state’s Superintendent of Police and Senior Superintendent of Police posts among the posts that carry pay in the senior scale.

The senior scale has three grades, and Note 1 to rule 3 sets the service needed for each:

IPS gradePay levelEntry basicEligible after
Junior Scale (ASP)Level 10₹56,100Entry
Senior Time ScaleLevel 11₹67,7004 years
Junior Administrative GradeLevel 12₹78,8009 years
Selection GradeLevel 13₹1,23,10013 years
DIG (Super Time Scale)Level 13A₹1,31,10014 years

So a first-time district SP is usually in the Senior Time Scale, and an officer who has held SP posts for a decade may be in Selection Grade. The rupee figures come from the 7th Pay Commission matrix; a 3% annual increment moves each officer up the cells of the level.

Movement isn’t automatic. The rules require completion of the Phase III mid-career training before appointment to the Junior Administrative Grade, and appointment to Selection Grade and above is by selection on merit with due regard to seniority, subject to vacancies.

SP Salary Per Month by Grade

The table applies the central DA rate to each senior-scale entry figure. It shows basic plus DA only, because HRA, transport allowance and deductions vary by posting.

GradeBasic payDA at 60%Basic plus DA
Senior Time Scale (Level 11)₹67,700₹40,620₹1,08,320
Junior Administrative Grade (Level 12)₹78,800₹47,280₹1,26,080
Selection Grade (Level 13)₹1,23,100₹73,860₹1,96,960

The jump from Level 12 to Level 13 is the largest in this range, worth ₹70,880 in basic plus DA. That’s why an SP in Selection Grade can earn nearly double what a newly promoted SP earns for the same district charge.

Allowances and Deductions

An SP’s payslip follows the all-India service pattern. The components that matter:

  • Dearness Allowance: 60% of basic from 1 January 2026, under the Department of Expenditure’s office memorandum dated 22 April 2026. All-India service officers draw DA at the central rate.
  • Special allowance: the schedule to the pay rules lets a state grant a special allowance on senior-scale posts: ₹600 in the Senior Time Scale, ₹800 in the Junior Administrative Grade and ₹1,000 in Selection Grade.
  • Official residence: a district SP is normally allotted a government residence, so HRA, which runs at 30%, 20% or 10% of basic by city class once DA crosses 50%, is usually not drawn.
  • Official vehicle and staff: provided for duty. They are working facilities, not cash salary.
  • Deductions: pension contribution of 10% of basic plus DA for officers under the National Pension System, group insurance and income tax.

SP In-Hand Salary: A Worked Illustration

The illustration takes a first-time district SP in the Senior Time Scale living in the official residence. It’s an estimate: it assumes the pension contribution at 10% and leaves out transport allowance and tax.

ComponentSP, Level 11
Basic pay₹67,700
DA at 60%₹40,620
Basic plus DA₹1,08,320
Special allowance (if granted)₹600
Pension contribution at 10% of basic plus DAminus ₹10,832
Net before transport allowance and tax₹98,088
Estimated in-hand range before taxAbout ₹95,000 to ₹1,20,000

The upper end covers an SP posted at a headquarters in a city without official quarters, who draws HRA instead. Income tax becomes a real deduction at this level and depends on the regime the officer chooses, so the table stops before tax.

How to Become an SP

There are two routes to the SP’s chair, and they lead to the same pay rules.

  • Direct IPS recruitment: clear the UPSC Civil Services Examination and get allocated to the IPS. The officer trains at the National Police Academy in Hyderabad, serves as Assistant Superintendent of Police in the Junior Scale and usually gets a first district as SP after reaching the Senior Time Scale. The how to become an IAS officer guide covers the exam route common to both services.
  • Promotion from the State Police Service: a DSP who rises to Additional SP can be inducted into the IPS by selection under the IPS (Appointment by Promotion) Regulations, 1955. Once inducted, the officer is paid under the same IPS pay rules.

The second route is why two SPs in neighbouring districts may be ten years apart in age. Their pay depends on the grade each holds after induction or allotment, not on the district.

Duties and Powers of an SP

The SP is the head of the district police. Section 4 of the Police Act, 1861 vests the administration of police in a district in the District Superintendent, under the general control and direction of the District Magistrate. Many states have since passed their own police Acts, but the district structure follows the same pattern.

The SP’s core work includes:

  • commanding the district’s police stations, circles and reserve force;
  • supervising investigation of serious crime and reviewing case progress;
  • maintaining law and order with the District Magistrate, from festivals and elections to protests;
  • managing postings, discipline and welfare of the district force.

In cities under the police commissionerate system, the same tier of work is done by a Deputy Commissioner of Police, and the magisterial powers sit with the Commissioner rather than the District Magistrate. The police reforms note covers that debate, and the police ranks guide shows the badges from Inspector to DGP.

SP Compared With DSP, ASP and Sibling Posts

The table puts the SP next to the posts it is confused with most.

PostServicePay levelEntry basic
DSP (Uttar Pradesh)State Police ServiceLevel 10₹56,100
ASP (IPS probationer and junior officer)IPSLevel 10₹56,100
SP (Senior Time Scale)IPSLevel 11₹67,700
SP or SSP (Selection Grade)IPSLevel 13₹1,23,100
DIGIPSLevel 13A₹1,31,100
District Magistrate (IAS, early senior scale)IASLevel 11 or above₹67,700

At the district level, the SP and the District Magistrate usually sit at comparable levels, since IAS and IPS pay rules mirror each other in the junior grades. The IAS and IPS officer salary note follows both ladders to the top, the DSP salary note covers the state rank below, and the collector salary note covers the DM.

The 8th Pay Commission and SP Salary

The 8th Central Pay Commission was constituted by notification dated 3 November 2025, chaired by Justice Ranjana Prakash Desai, and was still holding consultations in October 2026. Because IPS pay follows the central matrix, an accepted revision will reach SPs through an amendment to the IPS pay rules. Until then, the Level 11 to Level 13 figures above apply.

For an aspirant, the SP figure is less a salary than a stage: the same badge pays ₹67,700 basic at year five and ₹1,23,100 at year thirteen. What makes the post attractive is the charge of a district’s police, and that comes early in the IPS.

Frequently Asked Questions

What is the SP salary per month?

An SP’s basic pay depends on the IPS grade. At Level 11 it is ₹67,700, and with 60% DA basic plus DA is ₹1,08,320. At Level 13, basic plus DA is ₹1,96,960. The estimated in-hand for a new SP is about ₹95,000 to ₹1,20,000 before tax.

Which pay level is a Superintendent of Police?

District SP posts are senior-scale posts under the IPS (Pay) Rules, 2016. That means Level 11 in the Senior Time Scale, Level 12 in the Junior Administrative Grade or Level 13 in Selection Grade, depending on the officer’s seniority.

Is SP an IPS rank?

District SP posts are IPS cadre posts listed in the schedule to the IPS pay rules. Most are held by directly recruited IPS officers, and some by State Police Service officers after they are inducted into the IPS by promotion.

What is the difference between SP and SSP?

SSP stands for Senior Superintendent of Police. Some states use the title for larger districts. Both are senior-scale posts, and pay depends on the officer’s IPS grade, not on whether the title says SP or SSP.

Who earns more, an SP or a DSP?

An SP does. A UP DSP starts at Level 10 with ₹56,100 basic, while an SP is at least at Level 11 with ₹67,700. The DSP is a State Police Service officer; the SP holds an IPS cadre post.

How many years does it take to become an SP?

A direct IPS officer becomes eligible for the Senior Time Scale after four years of service, which is when a first district charge as SP usually comes. Actual timing depends on the state cadre and vacancies.

What is the promotion after SP?

The next rank is Deputy Inspector General of Police, at Level 13A with ₹1,31,100 entry pay. The IPS pay rules make an officer eligible for DIG after fourteen years of service, subject to selection and vacancies.

Will the 8th Pay Commission change SP salary?

It will once the government accepts its report and amends the IPS pay rules. The commission was constituted on 3 November 2025 and had not reported as of October 2026.
