Rajasthan Sampark: Lodge a Complaint, Call 181 and Track Its Status

Rajasthan Sampark explained: the 2.0 portal, the 181 helpline, OTP and SSO login, filing and tracking a complaint, and where to go when it won't help.

Rajasthan Sampark is the Rajasthan government’s grievance system: a portal at sampark.rajasthan.gov.in and a toll-free helpline, 181, where any resident can lodge a complaint against a state department and follow it to disposal. The current version, Rajasthan Sampark 2.0, also takes applications for more than 200 services and schemes, such as a domicile or caste certificate, and the portal says it covers all 41 districts down to tehsil and gram panchayat. Most people use it for three things: to file a complaint, to check its status and to chase an application that has gone quiet.

The first confusion is about login. Many guides say you need an SSO ID to complain, but the portal also lets you in with just a mobile number and an OTP; SSO is one route, not the only one. The second is about scope. Rajasthan Sampark is for complaints about the Rajasthan government. It won’t take RTI requests or cases already pending in court, and a complaint about a central ministry or another state belongs on CPGRAMS instead.

What Rajasthan Sampark Covers

The portal is a single window between citizens and every state department. A complaint goes to the department you choose, the department replies on the system, and you get an SMS at each stage.

Those daily figures sit on the home page under a “daily information graph”. On the 2 November 2026 update, the graph named Jaipur the top district with 1,788, and the Public Health Engineering department, which runs drinking-water supply, the top department with 1,717.

The 2.0 version adds one feature that changes how you should use it. The portal’s About page says that if a service is not delivered within its set time, a complaint is registered automatically and action starts. So an overdue certificate application may already have a complaint attached before you file one.

The Ways to Reach Rajasthan Sampark

You don’t need to visit an office. The portal’s FAQ lists six channels, and they all feed the same system.

  • Website: sampark.rajasthan.gov.in, for complaints, applications and status.
  • Phone: dial 181 to lodge a complaint or ask about one.
  • Mobile app: Raj Sampark 2.0, on Google Play and the App Store.
  • WhatsApp: the WhatsApp button on the portal opens a chat with 94610 67924.
  • Chatbot: the “Sampark AI” assistant on the portal.
  • Sampark Kendra: free complaint registration at panchayat samiti and district centres, for anyone who isn’t online.

Pick the channel that leaves you a written number. The phone call is quickest, but the website and app show you the complaint number on screen, and that number is what every later step asks for.

How to Lodge a Complaint on Rajasthan Sampark

The portal labels a complaint a parivad (परिवाद), and every button uses that word. The steps below follow the public screens.

  1. Open sampark.rajasthan.gov.in.
  2. Under “परिवाद पंजीकरण” (complaint registration), click “पंजीकरण”.
  3. Read the instruction list headed “कृपया ध्यान से पढ़ें” (please read carefully), then click “नया परिवाद दर्ज करें” (lodge a new complaint).
  4. Log in. Enter your 10-digit mobile number and click “ओटीपी प्राप्त करें” (get OTP), or use your SSO ID through the SSO portal, as the login screen suggests.
  5. Choose the department and subject. If you aren’t sure, type a word about the problem; the portal’s FAQ says it shows all matching subjects.
  6. Choose the category of the complaint, describe it point by point and attach documents.
  7. Submit and write down the complaint number.

The screens after login aren’t public, so this guide doesn’t name their fields. If you don’t have an SSO ID and prefer one, the steps to make one are on the RajSSO registration page. Two other buttons sit under the main one on the same page: “कॉलबैक के लिए अनुरोध” asks the call centre to ring you, and “व्हाट्सएप के माध्यम से” moves the complaint to WhatsApp.

The Portal’s Own Rules for a Complaint

The registration page lists ten instructions. They read like small print, but most rejected or slow complaints break one of them.

  • Write the facts point by point, as completely as you can.
  • Give a mobile number, phone number or ID number, so updates reach you by SMS.
  • If you have complained before, quote that earlier complaint.
  • Avoid matters that are sub judice, that is, pending before a court.
  • Mark the category: a personal problem, a public problem or one about a government employee.
  • Keep the complaint number for every later reference.
  • A false complaint makes the complainant responsible.
  • Scan documents at 150 ppi resolution.
  • Don’t file RTI requests here; the page sends you to the department concerned and the Jan Soochna portal.
  • Non-resident Rajasthanis have a separate link on the same page.

The FAQ adds a sensible rule. If your problem involves two departments, file two complaints, one for each. A single complaint that names the electricity board and the municipality usually lands with one and waits there.

Documents and Service Applications

Rajasthan Sampark doesn’t publish a fixed document list for complaints. Attach whatever proves the problem: the earlier application’s receipt, a bill, a photograph, a letter from the office. The FAQ says documents can be uploaded on the website, or sent by email or WhatsApp.

Service applications are different. Each one on the “सेवाएँ एवं योजनाएँ” (services and schemes) side shows its required documents in its instructions. The home page groups them under twelve categories, from students and farmers to widows, senior citizens and persons with disabilities. Before you apply, the site’s guides to the domicile certificate and the caste certificate explain what each document is for.

Most Rajasthan applications check your family record against Jan Aadhaar, so a wrong name or mobile number there will follow you into Sampark. The Jan Aadhaar guide shows how to correct it.

How to Track Your Complaint Status

Status is public, but it still needs an OTP, so keep the registered phone with you.

  1. On the home page, click “स्थिति देखें” (see status) under “परिवाद पंजीकरण”.
  2. In the “परिवाद की स्थिति” box, choose to search by “परिवाद संख्या” (complaint number) or by “मोबाइल नंबर”.
  3. Enter it and click “ओटीपी प्राप्त करें”.
  4. Enter the OTP to see where the complaint stands.

You don’t always need to check. The FAQ says an SMS goes to your mobile at registration, at each stage of progress and at disposal. The app, WhatsApp, the chatbot and 181 can all give the same status.

Timelines and Appeals

Rajasthan Sampark does not publish a fixed number of days within which a department must dispose of a complaint, and it doesn’t describe escalation levels on its public pages. Treat any “7 days” or “30 days” you read elsewhere with care unless it comes with a government order.

What does exist in law is the Rajasthan Right to Hearing Act, 2012 (Act 22 of 2012). It gives a citizen the right to be heard by a Public Hearing Officer within a time limit the government notifies.

  • If you aren’t heard in time, or disagree with the decision, a first appeal lies within 30 days.
  • A second appeal lies within 30 days of the first appellate decision.
  • The second appellate authority can fine a hearing officer who failed without good reason, between Rs 500 and Rs 5,000.

The Act has its own exclusions: service matters of government employees, matters before a court, RTI matters and services notified under the Rajasthan Guaranteed Delivery of Public Services Act, 2011. Rajasthan Sampark’s public pages don’t say which of its complaints are handled under this Act, so ask the department’s hearing officer if you want to use it. Bihar has gone a step further since 2015 with a separate public grievance law of its own.

Common Errors and Fixes

Most failed attempts come down to a few avoidable slips.

  • No OTP arrives. Check the number you typed. For status checks, use the mobile number you gave when you lodged the complaint.
  • Lost the complaint number. Search status by mobile number instead.
  • Complaint closed without relief. File a fresh complaint and quote the old number, as the instructions ask, and attach anything new.
  • Wrong department chosen. Search the subject by keyword before choosing; the FAQ notes that the right department saves the most time.
  • RTI request rejected. Sampark doesn’t take RTI requests. Use the RTI route under the RTI Act, 2005, or check whether the record is already on the Jan Soochna portal.
  • Document unreadable. Rescan at 150 ppi, as the portal asks.
  • Land record wrong. A complaint can push a tehsil, but the record is corrected only by a revenue order. The Apna Khata guide shows how to read the jamabandi first, so your complaint names the exact khata.

Where to Go When Sampark Isn’t the Right Place

Rajasthan Sampark is one link in a larger chain. Use it for state departments, and switch when the problem belongs elsewhere.

  • Central government bodies or other states: the portal itself points to CPGRAMS, the national grievance system.
  • Information you are entitled to: an RTI application, not a complaint.
  • A matter in court: the court, since Sampark avoids sub judice cases.
  • Help in person: the Rajasthan Sampark Kendra at your panchayat samiti or district headquarters.

Rajasthan’s model fits the wider design of grievance systems in India, set out in the note on the grievance redressal mechanism. Its weak point is the one the site’s note on citizen charters describes: without published time limits, a complaint can be “disposed” without being solved. Keep your number, quote it every time and escalate with the old reference, not a blank new complaint.
