Illustration for the CDPO guide on Anantam IAS

CDPO salary in Bihar starts at Pay Level 9, with ₹53,100 basic pay, according to BPSC’s Integrated 72nd Combined Competitive Exam advertisement, which lists 20 Child Development Project Officer posts. With Dearness Allowance at the central benchmark of 60%, the basic-plus-DA figure is ₹84,960, and a new CDPO’s in-hand pay lands at roughly ₹76,000 to ₹86,000 a month before income tax. That range is an estimate, because Bihar’s own DA order and the house rent allowance move it.

CDPO stands for Child Development Project Officer, and the common confusion is about rank. Many readers assume the CDPO is a junior welfare post because the work involves anganwadi centres. In Bihar it sits at the same Level 9 as the Sub-Divisional Officer and the DSP in the same exam. This note gives the Bihar figure with its source and marks other states as not published where no official notice was traced.

CDPO Salary at a Glance

The table uses BPSC’s 72nd CCE advertisement of 5 May 2026 as the main benchmark, because it prints the pay level and the vacancies together.

Where the Level 9 Figure Comes From

The figure comes from Table II of the 72nd CCE advertisement, the table BPSC labels “others”, which lists posts filled alongside the main combined exam. Its first row is the Child Development Project Officer, Social Welfare Department, at Level 9, with 20 posts across categories and 6 of them reserved for women.

The advertisement prints only the level, not the rupee figure. Level 9 begins at ₹53,100 in the 7th Pay Commission matrix, and each annual increment moves the officer one cell up, at roughly 3% of basic.

Two points keep the figure honest. The CDPO row did not appear in the 71st CCE tables, so the post is not offered in every cycle. And a later corrigendum of 3 September 2026 changed other rows of the 72nd exam (it cut two DSP posts), so a candidate should read the latest corrigendum before relying on any vacancy count.

Allowances and Deductions

DA is the largest addition to basic pay. The central government raised DA from 58% to 60% of basic from 1 January 2026, by an office memorandum dated 22 April 2026. Bihar sets DA for its own employees by its own order, so 60% is used here as a benchmark rather than as Bihar’s confirmed rate.

These are the parts of a CDPO’s pay beyond basic:

  • Dearness Allowance: 60% of ₹53,100 is ₹31,860 at the benchmark rate.
  • House rent allowance: under Bihar’s city classes; not paid if government housing is allotted.
  • Travel for duty: a CDPO tours anganwadi centres across the project area, and travel is reimbursed under state rules; it isn’t salary.
  • Deductions: a 10% pension contribution for employees on the contributory scheme, group insurance and income tax where it applies.

CDPO In-Hand Salary: A Worked Illustration

The table works one entry-level payslip for a Bihar CDPO. It’s an estimate, not a salary slip: it assumes DA at 60%, a 10% pension contribution and no house rent allowance, and it stops before income tax, which depends on the regime the officer chooses.

ComponentAmount
Basic pay, Level 9₹53,100
DA at 60% (benchmark)₹31,860
Basic plus DA₹84,960
Pension contribution at 10%minus ₹8,496
After the pension deduction₹76,464
HRA and other allowancesDepends on posting and housing
Estimated in-hand before taxAbout ₹76,000 to ₹86,000

The lower end assumes government housing. The upper end adds HRA for an officer renting in a district town. A published Bihar HRA table for Level 9 wasn’t available to quote, so the top of the range is a judgment.

How to Become a CDPO in Bihar

A Bihar CDPO is selected through the BPSC Combined Competitive Exam cycle in which the post is advertised. In the 72nd cycle, candidates applied through the combined preliminary exam advertisement, and the CDPO row set a minimum age of 21.

What to check in any cycle:

  • whether the CDPO row appears at all, since the 71st cycle had none;
  • the number of posts and the share reserved for women;
  • the minimum age printed against the post, which differs from some other rows;
  • any corrigendum issued after the advertisement.

The selection then follows the commission’s preliminary, main and interview stages for the combined exam, as set out in the full advertisement. The BPSC Mains answer-writing guide covers the written stage.

Duties of a CDPO

A CDPO heads an ICDS project, usually covering a block, and is responsible for the anganwadi network in it. The scheme’s design is explained in the note on Integrated Child Development Services.

Typical duties include:

  • supervising the supervisors and anganwadi workers of the project;
  • running supplementary nutrition, pre-school education and growth monitoring through the centres;
  • coordinating health check-ups and immunisation with the health department;
  • reviewing nutrition data and reports for the district programme officer;
  • carrying out state schemes for women and children that the department routes through ICDS.

Much of this work now feeds the national nutrition mission described in the Poshan Abhiyaan note.

Promotions and Career Path

A CDPO’s promotion follows the Social Welfare Department’s service rules, seniority and vacancies. The usual direction is upward into district-level programme management of ICDS and the department’s other schemes, but the pay levels of those posts are not printed in the BPSC advertisement, so none is given here.

What the advertisement does show is the department’s other Level 9 entry, the Sub-divisional Protection Officer, a women-only post with 101 seats in the same table. A candidate drawn to the Social Welfare Department should read both rows together: the protection officer post has five times the seats, the same pay level and a different job, outside the ICDS project structure.

The bigger career question is rotation. A CDPO’s work stays inside one department, while an SDO moves across revenue, elections and law and order. Neither is better in pay at entry; they suit different temperaments.

CDPO Compared With Sibling Posts

This comparison places the CDPO among posts in the same Bihar 72nd CCE advertisement.

PostDepartmentPay levelPosts
Child Development Project OfficerSocial WelfareLevel 920
Sub-divisional Protection Officer (women only)Social WelfareLevel 9101
SDO / Senior Deputy CollectorBihar Administrative ServiceLevel 9100
Deputy Superintendent of PoliceHome (Police)Level 920 after the September 2026 corrigendum
Revenue OfficerRevenue and Land ReformsLevel 7365

The CDPO’s pay matches the SDO’s and the DSP’s at entry, so the choice between them turns on the work. The SDM salary note and the DSP salary note cover those two. The BDO salary note in this series explains why Bihar’s rural development entry sits two levels lower.

State Variation

Only rows with an official recruitment document are filled. “Not published” means no official notice with the figure was traced for this note.

StateRecruiting bodyPay level

Uttar PradeshUPPSCNot published (no CDPO post in PCS 2025)
Madhya PradeshMPPSCNot published

Coaching sites often print a Jharkhand figure, but the official JPSC notice could not be retrieved for this note, so it is not repeated.

The 8th Pay Commission and CDPOs

The 8th Central Pay Commission was constituted by notification on 3 November 2025 and, in October 2026, was still holding state visits and taking memoranda, without a report. It revises central pay. A CDPO is a state officer, so any revision reaches the post only when Bihar adopts a revised matrix by its own order. The 8th Pay Commission note tracks the timeline.

The judgment for an aspirant is this. The CDPO post pays a full Level 9 salary, the same as an SDO at entry, for work that is measured in children’s weight charts and anganwadi attendance rather than in law-and-order headlines. With only 20 seats and no guarantee of a row in every cycle, it is worth preparing for as part of the BPSC combined exam, not as a separate target.
