NSAP: India का social-security net for the poor

NSAP के five components, Article 41, pension amounts, eligibility, DBT delivery, BPL targeting और social-security reforms समझिए।

NSAP

National Social Assistance Programme

NSAP Ministry of Rural Development यह poor लोगों की कुछ specific categories को monthly pensions और one-time grants देती है: old people, widows, severely disabled persons और bereaved families।

Constitution का Article 41, जो Directive Principle है, कहता है कि state अपनी economic capacity की सीमाओं के भीतर old age, sickness, disablement और undeserved want में public assistance देगी।

NSAP की legitimacy Directive Principles of State Policy से आती है। Article 39(a) adequate means of livelihood और Article 42 just conditions of work से support मिलता है।

Directive Principles of State Policy DPSPs state को goal बताते हैं, लेकिन citizen को यह right नहीं देते कि state कम करे तो उसे sue कर सके। NSAP व्यवहार में “operationalizing a DPSP” है। Social-security schemes वह जगह हैं जहाँ Constitution के दो chapters मिलते हैं: Article 21 का right to life, जिसे increasingly dignified minimum तक पढ़ा जाता है, और Part IV की machinery से दी गई सहायता।

NSAP below the poverty line (BPL) households को target करती है।

NSAP के five components हैं: three pension schemes, one death-benefit grant और one food-security scheme। Three pensions elderly, widows

Central benefit
IGNOAPS (Indira Gandhi National Old Age Pension Scheme)60 वर्ष और उससे ऊपर के BPL personsRs 200/month (60-79 yrs); Rs 500/month (80+)
BPL widowsRs 300/month (40-79 yrs); Rs 500/month (80+)
Rs 300/month (18-79 yrs); Rs 500/month (80+)
NFBS (National Family Benefit Scheme)Primary breadwinner (18-59) की death पर BPL familyRs 20,000 one-time lump sum
AnnapurnaIGNOAPS से cover न होने वाले eligible senior citizens10 kg foodgrains/month, free

Three pension schemes

Annapurna

1995 में launch के समय इसके three components थे: old-age pension, जिसे तब NOAPS कहा जाता था, family benefit (NFBS) और National Maternity Benefit Scheme (NMBS)।

Maternity component बाद में Health and Family Welfare ministry को transfer कर दिया गया।

Ministry of Rural Development

Central old-age pension Rs 200 a month Rs 200 a month करीब Rs 7 a day है।

एक ओर पुराने expenditure-based poverty line estimates हैं, दूसरी ओर health, education और living standards की deprivation capture करने वाला Multidimensional Poverty Index।

यह contributory schemes, जैसे Atal Pension Yojana, के साथ थोड़ी awkward जगह पर बैठती है, जहाँ workers earning years में pay-in करते हैं।

Code on Social Security,

एक mental table बनाइए: IGNOAPS 60+/Rs 200/Rs 500, IGNWPS 40+/Rs 300/Rs 500, IGNDPS 80% disability/18+/Rs 300/Rs 500, NFBS Rs 20,000 और Annapurna 10 kg।

Analytical side के लिए three threads जोड़िए। One, Article 41 का constitutional basis और DPSP-to-scheme logic। Two, DBT delivery की leakage-versus-exclusion trade-off। Three, criticism cluster: low और stagnant amounts, state-level unevenness तथा BPL identification से जुड़े coverage gaps।

National Social Assistance Programme (NSAP)

NSAP Ministry of Rural Development यह elderly poor, widows, severely disabled persons और primary breadwinner खो चुके BPL families को monthly pensions तथा one-time grants देती है।

IGNOAPS (old-age pension), IGNWPS (widow pension), IGNDPS (disability pension), NFBS (National Family Benefit Scheme, यानी lump-sum death benefit) और Annapurna scheme (uncovered senior citizens के लिए free foodgrains)।

Central contribution 60 से 79 वर्ष के beneficiaries के लिए Rs 200 a month है और 80 या उससे अधिक उम्र वालों के लिए Rs 500 a month। ज़्यादातर states top-up देती हैं, इसलिए actual pension state के अनुसार बदलती है।

Centre में Ministry of Rural Development।

National Family Benefit Scheme grant

Payments Ministry of Rural Development इससे leakage घटती है, लेकिन very old और disabled लोगों के लिए authentication-based exclusion हो सकता है।

Mains-style questions
