UPSC 2025 GS Paper-I (Set B) is one of the toughest Prelims papers in the last decade. The set introduced the new ‘Statement I + Statement II + reason’ formulation across at least 18 questions, leaned heavily into Science & Technology + Environment (32 questions combined), and asked four Polity questions that depended on Supreme Court case law rather than textbook recall. This master analysis covers all 100 questions with answer key, brief explanation, the topic each belongs to, and a deep-link to our existing notes wherever applicable.

Three takeaways. One — Environment + S&T together account for nearly a third of the paper (32 questions). If you skipped current-affairs S&T, you bled 32 marks. Two — Economy held its usual 15-question share, but most questions tested specific bodies (PNGRB, ED, IBRD, SEBI’s BRSR), not macro theory. Three — History was front-loaded with Ancient/Medieval (8 questions) — Modern India had only 7.

How to Use This Paper for Your 2026 Prelims Prep

  1. Self-test under exam conditions. Print or open the paper, give yourself exactly 2 hours, attempt all 100 questions WITHOUT looking at this analysis. Score yourself with this key.
  2. Tag every wrong answer with a topic. If you got 5 environment questions wrong, environment is your weak link, not ‘general aptitude’.
  3. Drill the top-3 weak topics using the deep-link library. Spend 3-4 days per weak topic.
  4. Re-attempt the 2025 paper after 4 weeks. Aim for at least 80 marks (32 more correct). If you can’t, your topic depth is still inadequate.
  5. Map the 2025 paper to 2018-2024 papers. UPSC repeats themes within a 5-year window. The 2025 polity questions on Lokpal jurisdiction, Governor’s discretion, and 5th Schedule were all asked in similar form in 2019 and 2022.

How many questions in UPSC 2025 GS Paper-I are ‘tough’ by official standards?

Around 22-25 questions are tough by the standard of past papers — heavy on multi-statement reasoning, niche current affairs (Majorana 1, NRL, AI Action Summit), and case-law-based Polity. Average aspirants are clearing 50-60 marks; toppers 95-110.

What was the official answer key release date?

UPSC officially releases keys only after the final result of the cycle (typically July-August following the exam). For interim purposes, use coaching keys (Vision, Forum, Insights, Drishti) for consensus answers.

Were there any factually wrong questions in this set?

A few questions had ambiguous wording — Q51 on Panchayat membership age, Q60 on Chess Olympiad vs World Chess Championship, Q65 on cloud-seeding chemistry — where multiple coaching keys disagree. UPSC may award bonus marks on these.

Which subjects dominated the 2025 paper?
